The “Vision 2023” for the GIP Medium to Long-term Planning outlines a strategic initiative by the GIP Secretariat to bolster communication and connections with key regions along the Belt and Road, such as Central Asia, Southeast Asia, and Africa.
This will be achieved through the establishment of regional offices, aiming to enhance the GIP's international influence and facilitate the attainment of its medium and long-term objectives. The primary functions of these regional offices include engaging local financial institutions to join the GIP, collecting investment information on local green projects, and actively participating in green finance policy discussions.
The overarching goal is to gain a deeper understanding of the local green finance landscape and funding requirements, strengthen the capacity of financial institutions and other stakeholders, encourage GIP signatories to engage in green investments, and more effectively advance green initiatives along the Belt and Road.
To date, the three regional offices proposed in the medium-term vision have been established and are operating stably, achieving positive outcomes.
Central Asia Office
Established: May 2021, Astana, Kazakhstan
Leadership: Chaired by Yaseen Anwar, former Governor of the State Bank of Pakistan, with the Astana International Financial Centre serving as the Secretariat.
Africa Office
Established: November 2022, during COP27.
Leadership: Chaired by Hendrik du Toit, CEO and founder of Ninety One, with Brahim Benjelloun-Touimi, Director and General Manager of Morocco's Bank of Africa Group, serving as Co-Chair and Secretary-General.
ASEAN Office
Established: November 2023, Jakarta, Indonesia.
Leadership: Chaired by Mari Pangestu, former Indonesian Minister of Trade and former Managing Director of the World Bank Group, with Rino Donosepoetro, Vice Chair of Standard Chartered ASEAN, serving as Co-Chair. The Centre for Strategic and International Studies (CSIS) acts as the Secretariat.
